Germany got the shaft in the Treaty of Versaille (unrightfully so, IMO, as Germany was not the cause of the war, despite what the Allies wanted to say) and thus would be the technical loser, meaning they were defeated. Is there some sort of definition I'm missing out on?

They lost. Ludendorff took his gamble in eary 1918, he lost and was beaten back to near Germany's prewar borders by late 1918. Massive casualties and the food shoratgae, due to blockade and resources invested in fertilisers converted to bombs and conscription, combined to create mass disaffection in the army and at home. If Germany hadn't surrendered, then the Allies would have invaded in spring 1919, and would be in Berlin by the autumn or even summer of the same year. The world would be a different place.
